Vor allem ihnen wird ein hohes Ma\u00df an krimineller Energie unterstellt. Um sie fernzuhalten, hat die Bundesagentur f\u00fcr Arbeit f\u00fcr die Jobcenter einen speziellen Leitfaden entwickelt, der bei Leistungs\u00adantr\u00e4gen aus diesem Kreis Anwendung finden soll. Ziel der erstmals 2018 vorgelegten, mittlerweile auf 30 Seiten angewachsenen \u201eArbeitshilfe\u201c ist laut Angaben der BA die Erkennung von vermeint\u00adlichem \u201eMissbrauch von Sozialleistungen\u201c aufgrund einer \u201eVort\u00e4uschung des Arbeitnehmerstatus\u201c durch Unionsb\u00fcrger*innen. In diesen F\u00e4llen sollen die Jobcenter besonders streng pr\u00fcfen und im Zweifelsfall die Leistungen ablehnen.<\/span><\/p><p class=\"P1\"><span class=\"T1\">link zur Arbeitshilfe<\/span><span class=\"T2\">: https:\/\/www.tacheles-sozialhilfe.de\/files\/Aktuelles\/2022\/Arbeitshilfe-Leistungsmissbrauch-EU-Buerger-Jan22.pdf<\/span><\/p><p class=\"P1\"><span>Auch wenn einige Formulierungen in der \u201eArbeitshilfe\u201c gegen\u00fcber fr\u00fcheren Fassungen etwas entsch\u00e4rft wurden: Die Wirkung der Arbeitshilfe bleibt die gleiche. <\/span><br\/><span>Denn entgegen der \u00dcberschrift befasst sich die Arbeitshilfe vorrangig nicht mit dem Thema \u201eorganisierte Kriminalit\u00e4t\u201c, sondern dient nach Eindruck auch vieler Experten in erster Linie dazu, Unionsb\u00fcrger*innen in prek\u00e4ren, ungesch\u00fctzten Arbeitsverh\u00e4ltnissen durch besonders hohe H\u00fcrden vom Bezug aufstockender SGB-II-Leistungen fernzuhalten und sie damit vom Zuzug nach Deutsch\u00adland abzuschrecken.<\/span><\/p><p class=\"P1\"><span>Beinahe unn\u00f6tig zu erw\u00e4hnen, dass dieses Papier von den Beh\u00f6rden als Verschlusssache behandelt wird, \u201enur f\u00fcr den internen Dienstgebrauch\u201c gedacht.
